Since you are folding the cord in half, how do you determine how long of a cord you need?

I saw someone else make the tail 5 times the length of what the final measurement would be. But another person just used two separate balls of yarn, treating one as the tail and the other as the yarn ball. But most don't give any sort of ratios or lengths.
