Quality control of the product, Price point controls (costs $4/gram to produce, but retails for $50/gram is ridiculous), Ideal instructions for usage, & Monitoring of health effects during usage via Health App on iWatch or similar; should all be components of regulatory and usage framework. These substances and companies that provide them should be regulated just like Utilities companies because they create inelastic demand. When the substances are illegal, it creates a marketplace where sociopaths will command the distribution roles which is vastly more negative for society.

I was born in 1981 in Detroit and been around grew up in the crack epidemic. From my first hand experience of knowing people born to mothers who smoke crack the whole pregnancy i believe it definitely has some kind of effects. I'm willing to bet babies born with crack in the system go to prison and or get murdered on the streets for making bad decisions at a much higher rate than those who grew up in the same neighborhoods but were born without crack in the system.
