The problem with this is that Cartels actively fund and support the rural communities that they operate in. Clean drinking water, medical services, libraries, youth programs etc are funded by American drug dollars. The only way to truly combat cartels is to legalize drugs and give cartels a chance to legitimize themselves as “pharmaceutical” logistics companies and tax them so they aren’t seen as a viable option to poverty and actually fund their people.

Back in the 80s,90s and very early 2000's Poland was a wild west. The witness was a very strong figure, in a group which controlled most criminal groups in the country. On the stand he single handedly told on 200-300 people(Criminals,politicians,judges), which opened a Pandora gate to story telling. By 2003 everyone was telling on everybody. Big criminal groups were DESTROYED along with few politicians, Special Forces were untouched even though they stole in some estimations through out years billions. Two years after Poland joined the EU, 2006 gig was done, social standards were turned around, so called gangsters were in prison, on RICO status, very similar to Italian mobsters in the US.

When I was working in Mexico I hired a young kid to work for me who had been in the Mexican Army. He was stationed at a base in Northern Mexico & the food was terrible. One day they started receiving boxes of chicken & they thought they won the lottery. Over time they ate so much chicken they were sick of chicken. They discovered that the cartels were shipping cocaine North in the cavities of numerous chickens. At the border the cocaine was removed, the chicken was given to the army & the cocaine passed to the U.S. by a different method.
