Penn State is surrounded by a town with loads of things to do. Sure Penn State isn't in a large city however the town is large enough you can find new things to do everyday.

How cold is state college place? How many months it has snow?

Cold from October till May (0-45 degrees). It snows January till April usually well see a few inches at a time.
