Yes,she can go lower than b2 there's a song named Cyrus skies that prove that. She is going to drop an album when will are free from covid. Last year she has a surgery but now she is in a good place...since last year she knows how to use it properly.she has been on the business since she is 12. Right now she perfect her craft and show to the world how she wants to be remembered...BTW if you wanna keep going with the reactions of miley there are quite much that proves her vocal quality... Summertime sadness,HEART OF GLASS,nothing breaks like a heart.

Vocally she is actually fire now. That with how she connects to a song is incredible now. Her voice definatley has a natural rasp now I don't think she can particular clean up her belts anymore, but it's not always in her throat. She has a real agile voice for such a deep instrument even in her upper register, her power rasp with control and emotive choices are crazy good

I think her lowest audible note is G#2 if i’m not mistaken. Her highest head voice is an E6 but she doesnt need to go beyond B4 to impress me with her voice

Her current voice is the result of neglect. Watch highlights of hers when she was doing the Voice, the difference is too great in 4-5 for someone that is only in her twenties. She admitted as much in her various interviews. She had surgery and therapy and is learning to take better care of her vocal cords.
