Vocannaindesu is not a program. It's supposedly the name this producer gave to editing the vocals manually. One of the top comments explains that this was made without any sort of program like VocaListener.

i actually prefer the this song with meiko over gumis version! though both of them are amazing, meiko has a much more powerful voice and fits the song very well. she also has a more clear sounding quality voice which helps better with the realism.

Honestly guys I don't think Vocannaindesu is a separate program on its own, more like a different technique on how to tune the vocals. There probably was some outside software to help with dynamics, but otherwise this just seems to be another way to tune vocals without Vocalistener.
