This song is a lament for the infant children of Bethlehem that King Herod ordered to be killed. It is meant to be the lullaby that the mother's would sing to the doomed children as Herods soldiers came near.

Yes, as it was song for The Holy Innocence of Bethlehem, in today's society it can be sung as a lullaby for all the children killed by abortion.
