i thought the same thing. dabi wouldn’t have unlocked the ice quirk if non of that happened because he was born with just a fire quirk. he basically forced the quirk to unlock without knowing i hope that made sense, english is my first language but i tend to mix up my words.

Uhh from what I know of the manga, when he burnt to "death" on the mountain he basically became bones almost. The doctor who works for the potato head evil enemy dude used skin transplants from others on Dabi. Obvs that means it's not his skin, it's someone else's skin on him. That's the basics, you'll probs have to read other spoilers if u want more lol. I dropped MNHA a while ago.

He got skin grafts but it's still his skin. His skin melts and gets cremated when he uses his quirk which is why he gets progressively more purple throughout the series. Spoilers for the current manga While fighting Shoto he went from about 55% purple skin to 100% purple skin, then completely charred skin. So he's not just getting his skin replaced after each battle or something.

The sad thing about the scene where Toya is happy with his family is that there is no Shoto, so I think Toya believes thta if Shoto was never born everything coud have been perfect. To be fair he isn't wrong. If there was no Shoto than Dabi would be the one being trained and maybe would have gone to UA and became the "perfect" son.
