You can make small accelerators, but bear in mind that the particles lose energy with each corner they go around. The key to making a successful accelerator is to make sure that the particles gain more energy when travelling straight than they lose when travelling around the accelerator's corners. So yeah, there is a minimum length but generally the minimum length is inversely proportional to the amount of power you're feeding the accelerator with. (This is entirely in Voltz, by the way =D)
