Because there are scummy parking companies (Parking Eye for example) who "offer" to manage parking, which means slapping up some small or confusing signs. Then when someone parks, ANPR is used to then gain access to the registered keeper details who is assumed to have formed a contract or if not, they should name the person who was driving. Parking on private land is merely contract law and plenty of cases where the former argument was that no contract was formed, until ones particular judge (clearly bribed) found in favour of scummy parking companies and found it reasonable that an overstay of a free minutes of a car park should incur an invoice charge of £100. It's not a fine, only a court can impart a fine so it is a "penalty" i.e. Breach of contact penalty. To avoid scummy parking companies abusing their access to the registration database, they had to agree some new rules, which included said registered keeper being the one subject to penalty if they didn't name the driver. However, no plates, ANPR can't find the registered keeper. That said, deliberate avoidance is also fraud but then the parking companies here are scum at a lower level than pond scum.

The idiots who first sold my 1996 850S did the same with its rear numberplate. My boot lid is now riddled with rust as a result. I had to rebuild both my front wings. No replacements could be found that were not also rotten so I took them off, cleaned them up and rebuilt with fibreglass and filler before respraying. 850s all suffer rusty front wings.
