Well, an idea I had for the sequel in the 90s showed Jareth's uncle Amil (Alan Rickman) re-affirming this by explaining: The fourth fundamental law of magic clause 2 paragraph 14 section 9 sub-section 2 states that in the event that a person has made a wish for something, then the closest magical being to the wisher must Grant their wish forthwith and to the letter, regardless of if they actually meant it or even if they were conscious and/or inebriated. However, if they are able to prove within 13 hours that they did not desire this wish, then it will be rescinded immediately.
