tornadoes can form without the presence of rain, but they can't form without at least a supercell or mesocyclone present.. there has to be some kind of cloud system for the tornado to generate and maintain itself.. if the atmosphere doesn't have the convective potential required to form those clouds, then it definitely won't be able to form a tornado.. dust devils are different and fit your initial description more edit: aside from the beginning, everything else looks pretty accurate

Lucky for me, i live in tunisia mouroug and theres no beach's so no tsunami or tornadoes, earthquakes? they happen, but they aren't strong! basically if your sitting on a couch during an earthquake it'll basically shake a little after a few minutes its over :3 tip: if a tornado seems like it isn't moving, its coming towards you so to all people who live in Tunisia Mouroug, Feel lucky and greatful
