Because Naruto was the one to take it because he is the father this would mean that he has to have given the necessary genetics to give the Sharingan to Sakura, or she despite not having the black eyes or the shrink on I which will mean that he couldn't have had a unactivated one. And from what we see in the clan it's simply can't be a recessive trait. So this would mean that it is one of the rare occurrences where one woman gets impregnated by two men simultaneously, but for some reason she only had one child instead of two, the only real world case I'm aware of has twins. So in the best-case scenario Sasuke had only given her the hair color in the Sharingan traits and absolutely nothing else, so if he were to be the biological father as well as Naruto he would realistically barely feel anything even at 100%.
