You have implicitly assumed that ZL and Z0 are real numbers and thus compared their values. However, this is not always the case, especially for load impedances with resistive and reactive components.

Reflection Coefficient explains that how much voltage will get reflected based on input. It is based on transmission line, it doesn't depends on input or output.
