If I am scanning my home pc do I use my inside local address or do I use my outside global address?

You can use both, but I think the local address will give you accurate results

Depends on what you're trying to do. If you want to see from the outside, you scan your public IP. If you're trying to check from an internal look, scan your local IP. Remember, in order to get into the internal network, you have to get through the external network first (public IP).

Local IP to check for lateral movement. For example testing how one device on your LAN could get into your PC. Outside IP to check for edge security. For example a device in another country knocking on your router.
