What might charitably be called a "relaxed", "laissez-faire", or "zany funhouse" approach to the usually sober, routine formality of weigh-in and verification... But hey, the organisers deserve the benefit of our doubt, let's forget the little glimpses of chaos, and let's try to get past that it sounded like one long shouting match. You have around 30 ethnic groups in that region and each has their own dialect. These volunteers do not have an easy job helping kids stay out of trouble in a very tough area.

Correct. This is a strict Sunni Islamic Republic in the Caucasus Mountain inhabited by the Ingush people. Very few ethnic Russians reside there, and life is quite different than Moscow or St. Petersburg. This region has a strong wrestling tradition which enables young men, coaches and their volunteers to spend spare time in a constructive manner.
