I think it's not so much as using too much technique, but not using it appropriately and fittingly. Whitney Houston's cover of I Will Always Love You as all of us now, has become a kind of bench mark for many singers to prove how well they can sing. it takes a lot of skill to pull it off, but many listeners still enjoy and most importantly sing along with it. They just can't sing it as well as the singer. I think another good example is singer like ZhouShen. He's exceptionally skilled even amongst singers, and a lot of his songs, especially the soundtrack for some movies or animated ones are the kind of songs that you can't even sing along to, but people still enjoy it. It's not so much that people don't know the lyrics, but it's just not the kind of song you can sing along to because his voice and singing is used almost like an instrument, so it's not the same as a typical song where you can just sing the lyrics, but at most people would hum the melodies of these songs of his. ZhouShen is also good at using a lot of technique, but makes it seem so effortless. And that's probably what's really important, and I think what this judge really meant was that, that he was almost using all this riff just for the sake of it Also, I kinda wish ZhouShen had gone to one of Jacky Wu's show, with the singing segment like this, years ago. I'm no expert, but the singing here sounds more live than most chinese shows where they are more "polished". Even if he's not that popular in Taiwan, I think if he joins a segment like this, it wouldn't be fair to the others, considering he's already accomplished. But I'd still early like to see him in one of JackyWu's show.
