This has too be one of the dumbest and most frustrating problems on samsung devices. The software should trust the users knowledge that there is no moisture and allow a bypass from system setttings. A few warnings to make sure you understand the risks should be all that is required

in the middle of trying this tutorial, 4:27 AM on a school night, i saw the 0% icon :D i woke up at 3:50 something and plugged in my phone. This doesn't work on a Samsung Galaxy S10 (or "no longer works"; maybe it used to work -- phones are very much of a moving target). The phone starts to boot, and gets almost there, but then a new, lengthy text warning message overlays the screen and can't be cancelled.

Ok this is the first time as a Samsung user ive had this issue before. it was driving me nuts because my battery was completely dead so i had to plug and unplug the chargers until i had enough charge. then i cleared the apps>usb>cache.. seems to be charging ok now. The fact the error message does not allow you to continue to the setting when plugged in is a real pain. I was panicking so much I used alcohol wipes and a hairdryer... thing is the phone wasn't even wet or had been near any moisture. frustrating but I think all is good, thanks for the video tutorial you have saved my skin. Samsung need to fix this.

Try this if you have access to a pc or laptop. For the person without charge this maybe a problem, tho as it requires access to your phones settings... In settings, go to device management, then into diagnostics. Scroll down to usb device connection, have your cable plugged into your phone but not your pc. Now start the test it should prompt you with a timer to connect to a device. Now plug the usb cable into your pc. You will possibly still get the alert, but allow the diagnostic test to complete. Once it completes you should still here the alert but you should see your phone now accepting a charge and you should be able to clear the alert without disconnecting and it still charging. You should now be able to disconnect the device and plug it in to a normal plug socket charger without issue.

This worked for me on my 2019 Tab A. Unfortunately, it isn't a complete fix because the warning comes back again. But it lets me charge my tablet before the warning returns, so I'll still count that as a win. :)
