A French 6th chord with a leading tone appoggiatura. The dissonance is held longer than the note of resolution. I think that's where much of "the novelty" lies.

Wagner's teacher's name was Theodor Weinlig. I wonder if that connection with the partimento tradition had any influence of his leitmotif technique...
