Even setting aside debuffs, In a matchup where you win CMP there's often situations where it's better to finish the opposing mon with back-to-back moves. If you throw as soon as you get the move, then your opponent can get a free fast move of energy and then you might lose the chance to beat them on CMP later.

Double Iron Bash +5 or +10 damage would probably be fairly useful without being OP. Even +5 would at least make it an Aqua Tail clone. No reason an exclusive move should be worse than Weather Ball.

I think the reason you don’t see it much is the prevalence of mud slappers, Clodsire/quagsire, talonflames, and the monkeys. There are a lot of Melmetal checks in the current meta
