I have been at the Rain Room in London in 2013 and it was a great experience. It would look beautiful if you dance, however if you move too fast you CAN actually get wet :)

That's fucking amazing. It's super cool because the rain or wetness wouldn't compromise your vision, as it naturally would if you were outside. The rain kind of looks like static.

That's not the point. You can hear the rain hitting the umbrella. However this piece interacts with you and not an umbrella. It's kind of like simulating a paradox the rain should be hitting you but it isn't there is nothing above you that is stopping it from hitting you it just isn't.

its okay - Now just reverse this - have the water get sucked upwards instead of raining downwards and apply the same sensor tech so ppl don't get wet. Put in color morphing LED lights on every spout so every upward drop looks colorful...now THAT is something I wanna see and make happen...

It is a bit naive to assume that this needs without a doubt thousands of gallons of water, I doubt that assumption. Besides, I don't think these 'water wars' will start soon, most of the earth is still covered in water and that is not going to change quickly I guess. They don't need drinkable water for this, so the water will not be that expensive.
