Just my opinion: Rick is bothering with the Scavengers because he absolutely needs people and while he can’t trust them he can trust them to be them He even quoted them they take they don’t bother They didn’t go for Negan because they are bad they went for him because he had the better deal and more strength and now Rick feels he has the better deal. Eugene is Negan for the same reason he lied to Abraham when this all started out of fear and comfort Also he is getting used to the creature comforts and seeing respect he receives from the Saviors He also cares about all the workers as a human as well being a stabilizing force in the Saviors lifestyle.

Another really good episode The stuff with the Scavengers feels like filler the first time watching but it definitely isn’t It’s much more enjoyable rewatching them because i know the full story and understand their motives so it makes more sense Also this episode is great for Eugene’s character It just shows how he is truly all about himself He only serves Negan the way he does because he makes him feel needed and respected plus he feels safer with Negan The more good he does for Negan the more Negan will protect him If the roles were reversed and he was captured by Rick and Rick was the one making him feel safe he would want to be with Rick because he’d feel safer Eugene is truly all about himself He has no true desire to be on one side or the other He just currently feels safer and more respected with Negan therefore that’s where he stands.
