On fallout 4 , there is mod for Pc and Xbox of course , The mod is called True Storms , you can actually controll the weather. There is Storms , just rain or Rad Storm and a lot more , go check on YT : True Storms 1.4

I really with there was GTA 5 mod that was compatible with both PC and PS4 where i could make the lightning flicker like crazy like in the intro scene of the movie twister, samething with an actual hurricane mod and lightning

I don't know which is more dangerous walking these streets on a nice day or night or on a stormy day or night, well I'd rather walk through here on a day or night which is storming like this because the people who live in this area are afraid of rain, thunder and lightning so they want be out and terrorizing you in weather such as this and the only thing you have to worry about is getting pneumonia from the rain or getting struck by lightning or going deaf from the loud thunder but no thugs on the street though so you don't have to worry about them so have a good walk in the rain and g'day or g'night y'all.
