Except that he's not. He doesn't have weapons or ability to arrest people and investigate properly. Rather than waiting for the boy to call so that Boden can swoop in and be the lone hero saving him, Boden should have just called Chicago PD Intelligence to investigate this from the beginning. Had it been Chicago PD that came to that house where Boden found Ernie and his "uncle", they would have been able to arrest the guy and help Ernie, rather than Boden standing there helpless as they escape, and all the other fires wouldn't have happened and Ernie wouldn't have died.
