it actually bugs me that people blame the Uchiha massacre on Tobirama because while being made the only clan in law enforcement and all that did piss them off, they did accept their position and were even proud and honored by it in time. That wasn't what pissed thr uchiha off. What people forget is that the village treated the uchiha the same way they did Naruto because they were terrified that any uchiha could control kurama with sharingan, and they were afraid it could happen at any moment. they didnt know only Mangekyo could, and even if thr uchiha said that it's not like anyone would believe them. because madara and obito attacked the village with kurama, the village began to hate and fear all uchiha even though they were innocent and had nothing to do with it. That's what the coup was about. being treated like shit for something they didnt even do. so, thr coup was technically madara and obitos fault
