I think that they should have used the space to add a pair of passing sidings in the middle. Even if they weren't long enough for freight trains (which would be optimal), the ability for an express passenger train to overtake a stopping one would be useful for future growth, as would the ability to have somewhere to put a short-turning or disabled train.

There are many places where trains can transfer from east to west line and vice versa. From memory there are transfer areas both sides of Wangaratta, Benalla and other locations.This way a slower moving train,ie a goods train,can be put away to allow a faster moving train to run through.
