We have a house rule for a 0-turn build. Reason is all these nations were running under a war economy. We don't allow any carry over to Turn 1. This allows new units to emerge at the end of turn 1. The Chinese get theirs at the beginning of turn 1.

Where those land units moving without transports? I'm a big fan of axis and allies and just heard of this game so it looks a little confusing.

In War Room there are no transport units. Land commands at sea are considered on transports. The game rules are very simple to learn. The best part is the depth of strategy and tactics in the game. You can go onto nightengale games and download the rule book.
