In general, your average light tank would be rather useless if matched against things from the same year/period as itself until you to modern AFV's etc. with some exceptions I suppose. Being grouped after performance actually makes sense most of the time even if you sometimes get weird edge cases like the Maus facing post-war tanks that laugh at its armour.
