The Lich might has a chance if he play smarter. He has high attack damage and the invulnerability shield that seems only breakable by warden's beam or hia own attacks. But the lich's shadows hits himself and break the shields.

A boss is an entity you want to kill to progress or get items. The warden is not necessary for anything and you’re not encouraged to fight it, which is why he’s really strong. So he is not a boss like the wither or ender dragon.
