I don't think we had control of arthur canonically, but we're able to experience what he was feeling and stuff. edit: Arthur himself says something like "it feels like there's another voice in my head." if we were controlling him, we wouldn't say that

You can max out both Arbiters of Hexis and Steel Meridian with out losing rep levels with Cephalon Suda. Arbiters because they are Cephalon Suda Allies and Steel Meridian because they are Neutral.
