I would be a puritan, an amalanthian specifically, getting that eisenhorn action going on. They believe that a strong and united imperium is the purest form of the emperor's will and thus work tirelessly to observe each world's cultural and judicial system if it still allows them to work, I also like how they're one of most normal and friendly bunch of inquisitors.

I believe I would be a radical purely because I think it's dumb to restrict yourself against an enemy like chaos. But I also believe you should have countermeasures in place if something goes extremely wrong.

Recongregator Radical while feigning Amalathian middle-grounded, while passively opposing Horusians, Istvanists, and Thorians. Act like I'm trying to keep shit together. Meanwhile, I'm gathering Xenos Tech that's mid-to-low risk, and make it look like Lost Imperium stuff. Like Tau stuff (very low Choas corruption quotient), Eldar Soulstones or trying to make a human equivalent, and anything else that doesn't suck ass. Though, I WOULD avoid AI like Nurgle's Super Exploding Crotchrot batch.

More like a planetside's worth of closets. Though wanting change doesn't seem like such a bad thing. Its the Istvaanians that seem pretty counterproductive to me.

Put all Imperial bureaucrats on a planet, order an Exterminatus on said world and the Istvaanians are a giant leap closer to their goal (repeat process until you reach the desired result).
