I had long read about this, in short when India approached those vaccines manufacturer, there were 2 problem, first those vaccines were very expensive, and imagine if we were to buy fr whole of India population, India would've run out of forex reserves n went broke. 2nd and most important, which he covered as well, those vaccine manufacturers said if these vaccines won't work or causes death, Govt of India will hve to shield them and they can't be prosecuted under Indian law.

That was one of the reasons for not approving the vaccine in India.
