13:15 It looks bad because the black player jumps, but if you look at the actual contact it appears to be very close to shoulder to shoulder. The camera is too far away to really be able to tell for sure if penalty or not. It helps to be able to see if the player's number gets hit because the number is on their back, but the jersey seems to move so the 1 is almost on his side.
