In all the washback research it;s assumed that the leaning and teaching changes as a result of a new test being introduced. However, Dianne Wall has also shown that it can happen once a new test is ready for introduction, and the testing agency release details of constructs and structure - with likely content and item types. This is why it’s so important to have baseline data - what leaning and teaching is like before anyone knows about the new rest. Only then can you trace new practices to the test.
