Keep going to Sugar farm to do "gather" and they will end up giving you sugar sooner or later, it's a %, and I think it's in the places that look like wheat crops.

You can also get it in the dialogues with the 3 NPC's that you find in sugar farm. 1. Help the slave and tell her to give you more sugar 2. Help the slave by saying that you ate the sugar 3. Tell Boris why are you telling me this?
