Is English the problem or is intentional? Before you travel in to other country, you will need a visa from that country. What Ghana card can do is travelling to Ghana from other country. If you lose your passport or your passport expires in the foreign country and you have Ghana card you can come back to Ghana. He had never said you can travel out of Ghana with your Ghana card.
