Elmhurst in Oakland - this area has gangs on every block.

You can actually get police to fight gangs in WD1 but not to this level, and only during missions. So yeah, safe to say the factions are way more engaging in WD2

the gangs in watch dogs one only appeared in the missions(the militia,fixers,viceroys,etc)but even if they came in contact, they were all in cahoots, and the police just shoot aiden if a gang member shoots him
