it seems that it's impossible to stealth the last part. even if you don't get detected by the guard, the moment you freed the prisoner and go outside, the alarm is going to trigger no matter what and you still have a heli coming after you.

in the first mission in this video, if you look around, you can hide in the big crane. it's the safest place to hide, when the mission is done you can jump onto petrol storage or something beside the area

I took the angle of antagonizing the guard cops with my roller + taunt, drawing them to one side of the hall then hitting them with a mass phone disruption. Snuck in, freed the hostage, ran like hell outside and hid in a covered walkway from the helicopter that instantly appears (shows up on hard). Waited til it went one direction, I went the other, stole a boat and beat feet back to the bridge. Going to the roof on hard will only get you sniped 100% of the time before you can get off of it outside of going inside.

you won't get sniped if you choose a good spot in the roof and blow up the chopper using the quadcopter's bombs. The only time i left the roof was when everyone was dead, the dude is free and i can leave. And that was on realistic.

Lol I did this mission by having a large gunbattle with the cops until yeah the remaining ones couldn't find me and just left. Then I stole the speedboat to get off the island as cops ran around looking for me along with their helicopter. More epic than this way.
