I've never understood the beginning of this mission. Why did they arrest him so quickly? He just had his gun and he was surrendering. Or was he already wanted before the mission?

i guess he surrendered himself as an vigilante, who was already wanted by cops, despite (optional) having a high reputation in the city. But i having a hard time understanding how it is possible to mess up records so bad that the cops who detained him forgot all about Aiden Pearce and instead were looking for Joe Smith and no one secondguessed...
