Because back in 2014 when the game released, both critics and gamers found Aiden to be an unlikable protagonist. They said he was boring, lacked charisma, had no personality, and that he was always brooding about everything. I guess Ubisoft thought that making him the main character again would make them lose money.

In Wd1 dlc (Bad Blood), Ray finds an Aiden's audio in Nicky's house (a year later wd1 events) where Aiden cooks a cake. It means Aiden used to visit Nicky's house even if she wasn't there. Maybe he one day left his clothes there because those reminded him of what happened because of the Merlaut thing and never came back to Nicky's. Probably she found the clothes years later and gave those to Jacks.

Maybe they shouldn't have announced the dlc to begin with so they could have worked on it more or just make a different story for watch dogs 4 and leave watch dogs legion as it is. I don't hate watch dogs legion, I think it is an entartaining game, but Aiden Pearce and Wrench were such loved characters to bring back and I expected more? Like, Aiden looks like a npc and I expected him to have a unique model. Also, knowing they had to add Aiden and Wrench, they could have animated and voiced them while making all the other lines for the npc playable characters. Yeah, it was added material, but it was all about timing. I love watch dogs and I really like Ubisoft, but I think they could have done better on this game, which I enjoy and play every day, so no hate on it, it's just a simple thought of a fan who has loved Aiden Pearce since the first E3 trailer in 2013

I mean they could’ve made Aiden Wretch and Jackson the main protagonists of watch dogs 3. London would be an okay setting. But it’s only for a feel of a different location rather than staying or returning back to Chicago or San Francisco. Aiden stays on the run. Jackson grown up being estranged from his uncle Aiden. And wretch. Just comes in and considering he’s the most interesting character of watch dogs 2. They all have developing arcs.

This game is extremely nostalgic and I'm glad Aiden finally got some closure; I feel like it's a good way to end his arc.
