Shear and Bending Moment diagrams are shifted incorrectly. The final answer is still the same, but the location of the external loads, in those diagrams, are swapped. A corrected video will be uploaded later.

Can the DE- Goodman theory be used for a static problem?

no , though it is reffering to Distortion but for static loading you should go with typical any of the theory of failure criteria

why fatigue stress concentration was used for mean stress instead of static stress concentration?

The mean moments and torques just happen to be the parameters used to ultimately calculate the diameters and factors of safety. The shaft is still being subjected to cyclic loading, so using static stress concentrations would not be consistent.
