That is true. Why should the chiefs sell lands pocket the money without paying taxes and expect the government to build roads. This colonial mindset has to change. Governments in power should ensure such a colonial mindset changes. Everything government is a terrible system. Since the chiefs don’t pay taxes from the sales the governments also use it as a political tool to force citizens to vote for them before constructing roads.
