3 Idiots did an excellent job of pointing out a serious problem with the Indian education system in a way that was actually palatable to the general audience, and did aid in reducing the problem (to a degree [it is endemic in most Asian cultures]). The character of Rancho was actually based on real life education reformer Sonam Wangchuk, who created SECMOL, which is much like the school Rancho founded. However the events portrayed in the film are fictional.

Here’s some additional context on why Chatur’s speech is so funny that the subtitles missed. ‘Balatkar’ is the Hindi word for rape. When he said he screwed students, he meant that he _screwed_ students. The word ‘ghanta’ means hour, and the sentence it was used in means ‘he taught us how to make good use of our time’. Chatur, not being a native speaker, doesn’t see much wrong with replacing ‘time’ with ‘hour’, especially after being revived by the librarian. Thing is, ‘ghanta’ is also slang for dick. So what Chatur ends up saying is, ‘He taught us how to make good use of our dicks, and we’re gonna go out into the world and r*pe lots of people like he taught us to’. It also explains how crude and insulting the speech really was, and why Chatur was so angry.
