I think it's a bit of both. The character herself has said and done some bad things that cemented fans hate for her like when she mocked Naruto behind his back for being an orphan and pariah of the village to Sasuke who was also made an orphan through terrible circumstances. Then there's the failure on the writer's part. He's gone on to admit his failures with Sakura as a character which might as well extend to the rest of the female characters of the story. It's a well known fact by now that none of the female characters were used as well as they could have been. They all took a backseat to the male characters.

Yeah that's true but what I've seen in Boruto and in some of the recent movies where they could have done just a little bit more character development to make Sakura a more bearable character and to ultimately make her character of better virtues which would better the quality of the show by a considerable amount, always seems to end up in a disappointment, which leads me to believe that they could always fix her, since they got so many chances to, but I guess they think of her as a necessary evil, but not so to the fans.

I disliked Sakura from WAY before that, mostly for her constantly berating and beating of Naruto, her general uselessness to the plot compared to Naruto and Sasuke, and the fact that Bakamoto failed to make use of her potential for possible genjutsu mastery ("genjutsu-type," does anyone still remember that?), but also especially for the fact that she mocked Naruto's lack of parental presence and the fact that he was an orphan as reasons for why he was the way he was as a child...and she said this to Sasuke, himself orphaned following the slaughter of his family and clan ("You're annoying" barely BEGAN to do justice as a response).

TOG has quite possibly the most interestingly written form of a toxic relationship I've seen in fiction. For one thing,If you went into the series completely blind, you'd probably root for Bam and Rachel's relationship at the start. All we know from the beginning is that she's gone, with no explanation why. Our minds try to guess at what the reason could be that she felt she had to leave this person who clearly loves her behind, and now that person only wants to find her to protect her. On the surface that sounds like a sweet love story similar to what we've seen in other anime. But then we see her betrayal and we get glimpses of how toxic their relationship was. dependent Unlike other depictions of a relationship like this in other media they don't just drop the audience right in the middle of the worst of it, spelling it out in big obvious bold letters "THIS IS A BAD RELATIONSHIP!" They trick us into rooting for it before we have all the info. Rachel tricked us into seeing her the way Bam does the same way a real abuser convinces the people outside the relationship into thinking nothing bad is going on when they're alone.

Myne wanted to be queen at all costs she knew her father hated the last shield hero with a passion because he liberated the beastmen and helped build there kingdom (a lot of people still believe they beastmen make better slaves and refuse to acknowledge them) what's worse the king's sister married a beastman which as far as the king is concerned brought shame on his family and since he blames the last shield hero for freeing them he turned his hatred to Naofumi the new shield hero. Everyone feels if the beast kingdom were allowed to summon the new shield hero they would probably use him to exact revenge for years of ill treatment outside their kingdom. So Myne knew no matter what she did to the shield hero her father would support her. Another obstacle in her way was her little sister who was declared next in line by her mother. She was heartless enough to plan to kill her little sister and blame the shield hero for it. When all her schemes backfired she turned on the spear hero for not devoting all his attention to her which got him killed by his party who believed he raped her. She then sunk her claws into Ren(the sword hero) who was still willing to give her the benefit of the doubt which got him killed when another of her schemes backfired. For Rachel she knew of Bam's destiny and only got close to him to use him as a way to enter the tower. Her reason being she didn't believe in destiny. So she got close to Bam while keeping him isolated from the rest of the world as long as possible. She made him dependant on her not letting him out of the hole he was sealed in so she became his only light and connection to the outside world to him she was the only one who cared for his existence. After entering the tower she found out she would have to face trials and wouldn't be able to just do as she pleases which she saw as unfair made worse when Bam passed the first time with ease. She claims to want friends yet she doesn't hesitate to sacrifice Bam to achieve her goals and cries foul whenever something backfires or didn't go as planned and when Bam finally saw her for the type of person she was she pulled out her Trump card revealing she about Bam's mother and why he was sealed away telling him if he wants to learn about himself he has no choice but to keep chasing her. She won't let him move on and forget about her

But, as someone who has knowledge of the whole franchise, Makoto's incarnations in the manga and OVAs, as well as several paths in the visual novel, is a different situation, since his personailty differs between adaptations. (More simply, Makoto shouldn't be on this list if you take the whole franchise into account.
