Technically it would be 48-50 outs. If home team wins in 9 innings it’s impossible for the other team to get all of their 27 outs. If home team wins in top of the ninth it would be 48 outs. If home team walk it off in the ninth then away team could have a max of two outs in that inning which would put the total max at 50.

He recorded 27 outs, and 20 of them were K's. He should absolutely be officially tied for the record imo.
