@Jaime: No, EM-1 will not kill weeds...or any other plant that I have ever seen! The idea is that it will sprout all the seeds (it does do that!) and you can pull the weeds, exhausting the weed supply.

And what about chloramines in our city water? Would they kill EM or would EM neutralize them?

I have no idea what concentration of chloramines it takes to kill EM-1. It takes 6ppm chlorine for 6 minutes to kill all microbes in EM-1. Most municipal water is treated at much less that 1ppm.

Then maybe it would make sense for me just to use well filtered water or tap water with aquarium stuff for neutralizing chloramines and just spray it on the leaves, which do not get touched during usual watering?

I also remembered, that vitamin c neutralizes chloramine. One teaspoon per bathtub, so it would be tiny bit per bucket. Vitamin C doesn't harm EMs, does it?

I was told by someone that I can use EM to kill weeds in my yard. After seeing this video, I doubt very seriously that using EM in that way would work.

Em1 would help your weeds as it only benefits the enviorment
