You just found something special with this tape! This interruption is known as an emergency override system or cable override, and civil authorities, the mayor or the city could interrupt all channels on a cable system by way of telephone to deliver emergency information like here!

I know right. Most LAA/EOSs I discovered were telephoned by police/sheriff, fire, or emergency managements.

Aye so back to bring a finding I was made aware of on Discord: Based on a newspaper article discussing problems officials were having with the system's audio published a few months before this override was initiated, the system used here may have specifically been Cadco's Civil Emergency Alert System or at least another override system by the company! Taking that into consideration, and I must emphasize the following speculation should be taken with a big grain of salt since I haven't yet gone and verified it, I've also noticed the attention tone and the static screen that keeps popping up for a split second looks and sounds a lot like the overrides from Hamilton County, South Sioux City, and Kadena Air Base. I wonder if those were from the same system or similar?

@eieiw32424 From the amount of scouring I've done on the web, I don't think this one and the similar ones are from CommAlert units. One of the advertisements I've seen for the CEAS describes it as having a "warble" tone, which does line up with the tones that the overrides like this one use. Additionally, reading through mentions of CommAlert on Newspapers (e.g. "County wants access to Adelphia for weather warnings" from the July 7, 1995 issue of The Stuart News), it seems like it was capable of audio-only overrides but could also make the screens go dark as well, the latter of which does not line up with the aforementioned overrides.

Interesting to see the mayor talk about derailing trains on every cable channel. Some Emergency Override System broadcasts can be weird.
