Last Oct i went to Nha Tranr , Vietnam also have same experience , the custom stop me because i bring my roadbike. Ask my wife n baby with me go into the room. Then the official say the roadbike not allowed bring into Vietnam, say its illegal . After argue with them, i ask them show me which law in paper stated it. But they keep showing the law items cannot be sell in Vietnam and need to be tax. Lucky i use google translate and my wife is Vietnamese. They still insist roadbike cannot bring in to Vietnam after 30mins argument and gave tonne of crap reason, we ask the Airasia crew come n help translate to english. At the end they ask me show original receipt from the place i bought the roadbike and let us go. Its not 1st time they use same trick , last time i bring in drone they also use same trick thats y this time i am insist not to pay them, in the end all money go in their pocket. If is the law of the government then they need to give u receipt if the fined being paid.
