pure quesiton since the envoker has a heal why not use it when needed to help the healer out since the envoker is a support right? i understand its also buffing the teams dps but in downtimes could throw a heal here and there i could be wrong im just pure guessing here

Im assuming cause he’s trying to keep ebon uptime as high as possible. Living flame and blossom do so little healing anyways.

its not like you wont find situations where off heals are a good global spent, but in reality it is often just a waste of focus and effort because it contributes so little and often costs more than it gives you.
