In KY, the lotto tickets have to be activated per pack by a lotto retailer. Until they are activated, they will not scan as winners or losers.

That waiting in public storage is dreadful. just this week i had a unit to pick up. waited an hour. she saw me driving in and locked the door. then disappeared for an hour. after an hour she opened the door and told is their system was down. wasted a whole day! I called the auction site and they couldn't do anything about it.

Usually when new book of lottery tickets are taken out of wrappers, they are scanned to be activated. Once activated, they are valid to sell and cash in, if winners. After a particular game is over, one has a year to cash in winners, otherwise they are "expired". This may be the case in your situation. I hope not and you find a few big winners!
